The International Air Transport Association’s (IATA) – Competency-based Training and Assessment Centers program (CBTA Centers) is the global accreditation authority on recognizing organizations for compliance with the training provisions for dangerous goods under a competency-based training and assessment approach.
Training organizations will be accredited by the CBTA Center to provide dangerous goods training under competency-based training and assessment. Accredited training organizations will be able to provide learners with internationally recognized qualifications with co-branded IATA course certificates.

The former Appendix H in the Dangerous Goods Regulations is now a stand-alone “Dangerous Goods Training Guidance” (Edition 1). This guidance document is the practical guide for the industry players to develop their training framework in accordance with the current provisions on competency-based training and assessment (CBTA).

Supporting the industry
The 62nd edition of the IATA Dangerous Goods Regulations (DGR) – Appendix H - includes new training provisions on Competency-based Training and Assessment (CBTA), as agreed by the International Civil Aviation Authority (ICAO) Dangerous Goods Panel in DGP/27 (September 2019).
IATA recognizes the challenges faced by many organizations to transform traditional educational systems into Competency-based Training and Assessment while keeping up with industry requirements and regulations. In response, IATA is establishing the CBTA Centers program.
CBTA Centers aim to support organizations across the aviation industry, including Operators, Civil Aviation Authorities and Training organizations, to develop capacity and resources for dangerous goods training programs based on a Competency-based Training and Assessment approach, and to offer the aviation workforce high-quality and effective training that meets international standards.
The CBTA program consists of three accreditations:

The CBTA Corporate accreditation enables organizations that give internal in-house training to employees, such airports, airlines, freight forwarders, ground handling agents and shippers, the opportunity to acquire CBTA Corporate accreditation, attesting that their training program is benchmarked against and meets the IATA's Dangerous Goods Regulations training provisions under competence-based training and assessment approach. |

The CBTA Provider accreditation enables training organizations that offer training to clients with the opportunity to acquire CBTA Provider accreditation, attesting that their training course is benchmarked against and meets IATA's Dangerous Goods Regulations (DGR) training provisions for specific well-defined job functions. |

CBTA Excellence accreditation enables training organizations that offer dangerous goods training and solutions services to clients with the opportunity to acquire CBTA Excellence accreditation, attesting that their training design and development methodology and best practices are benchmarked against and meets IATA's Dangerous Goods Regulations (DGR) guidelines for the development of Competency-based Training and Assessment for dangerous goods. |
The CBTA Centers program:
- Draws on IATA’s expertise in the development of standards, manuals and guidance and professional support with a wide range of products and services.
- Brings to bear the wealth of experience and knowledge accumulated by IATA Training while developing and facilitating training in the aviation industry worldwide.
- Benefits from more than 20 years of experience and expertise from its predecessor program, the Accredited Training School (ATS).
- Provides the expertise to equip organizations with the capability and resources to analyze, design, development and implementation of competency-based, up-to-date training programs and other quality learning activities, that fully meet international standards.
- Assures that trainees have achieved the knowledge and skills that the training course was intended to provide and validates that the entire training system is designed and developed correctly.
The objective of the CBTA Centers program is to:
- Support the industry to develop capacity and resources to transition to a Competency-based Training and Assessment approach for dangerous goods.
- Enable Operators and CAAs to assess and approve organizations for a dangerous goods training program under a Competency-based Training and Assessment approach.
- Establish a globally recognized and standardized accreditation program.
- Promote cooperation and mutual recognition among stakeholders.
- Raise the bar in the industry and give visibility to certified organizations.
- Address industry concerns and requirements for safe, secure, efficient and sustainable air transport.
- Elevate workforce competency and improve the performance of air transport.
- Establish, maintain and monitor high standards of a training organization for dangerous goods on a worldwide basis and in a cost-effective manner.
